From the days of pre-history, since humankind's first faltering efforts in establishing the Social Contract, freedom and security have been contending needs. Both are fundamental to our quality of life. And while not mutually exclusive, each has a tendency to compromise the other. Must the play-off between them be a zero-sum game?
